WFM-IGP History
World Federalist Movement – Institute for Global Policy (WFM-IGP)
Established in 1947 in Montreux, Switzerland, the World Federalist Movement – Institute for Global Policy (WFM-IGP) emerged from a global coalition of over 50 organizations committed to preventing the recurrence of catastrophic global conflict. Rooted in the Montreux Declaration, WFM-IGP has consistently championed the idea that only through democratic global governance, grounded in the rule of law, can humanity address transnational threats and ensure lasting peace.
Over the decades, WFM-IGP has been at the forefront of significant global campaigns to strengthen multilateral institutions and embed accountability, justice, and human rights in international frameworks. It holds consultative status with key UN bodies and acts as a convenor for coalitions that bridge civil society, governments, and international organizations. In 1983, the Institute for Global Policy was founded as the organization’s educational and research arm, reinforcing its mandate to develop informed policy proposals and foster civic engagement in global governance.
WFM-IGP is widely recognized for its leadership in the creation of the Coalition for the International Criminal Court (CICC) and the International Coalition for the Responsibility to Protect (ICRtoP). Both have shaped international legal norms and institutional responses to atrocity crimes. Today, the organization continues to expand its strategic vision through a new generation of campaigns that reflect both the urgency and complexity of current global challenges, including climate change, authoritarian resurgence, nuclear risk, and artificial intelligence.

1. Peace & International Security
Abolish War through Common Security and the Law
Promotes peaceful conflict resolution through UN Charter mechanisms and campaigns for universal jurisdiction of the International Court of Justice by 2045.
Gender, Peace and Security
A joint program advancing the UN's Women, Peace and Security agenda with a focus on nuclear disarmament and feminist foreign policy.
United Nations Emergency Peace Service (UNEPS)
Advocates for a permanent UN emergency unit to respond rapidly to global crises with civilian, police, and military capabilities.
2. Sustainable Security Without Nuclear Weapons
Coalition 3+3
Supports a Northeast Asian Nuclear-Weapon-Free Zone based on mutual non-aggression assurances and nuclear disarmament.
UNFOLD ZERO
Promotes UN-led initiatives for nuclear disarmament and hosts a hub on common security strategies.
Move the Nuclear Weapons Money
Campaigns to divest from the nuclear weapons industry and reallocate resources toward peace and sustainable development.
3. Global Governance
1 for 8 Billion Campaign
Builds on the successful 1 for 7 Billion campaign to advocate for transparency in the 2026 UN Secretary-General selection process.
Campaign for a UN Parliamentary Assembly
Seeks to establish a UN Parliamentary Assembly to enhance global democratic representation and accountability.
4. Environmental Governance
Global Environmental Council
Proposes the creation of a UN-led body to oversee governance of the global commons and environmental protection.
Mobilising an Earth Governance Alliance (MEGA)
Works with partners to advance systemic reforms for global environmental governance.
Earth Trusteeship Initiative
Promotes legal and ethical frameworks that prioritize stewardship and sustainability in environmental governance.
International Court of Justice and Environmental Protection
Encourages broader use of the ICJ to address environmental issues under international law.
UN Summit of the Future
Engages with the Summit’s process to promote environmental governance reforms and broader global governance innovation.
5. Regional Governance
Campaign for a Latin American and Caribbean Criminal Court against Transnational Crime (COPLA)
Advocates for a regional court to combat organized crime across national borders.
Treaty Reform Now (EU-focused)
Supports reform of EU institutions and public engagement through the Conference on the Future of Europe process.
